Notice on Requiring China-bound Passengers in Nigeria to Obtain COVID-19 Negative Certificates within 3 days Before Boarding

To ensure the health and safety of international travel and reduce the risk of cross-border spread of the epidemic, in accordance with relevant joint announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China issued on 20th July 2020, China-bound passengers from Nigeria, including those ultimately bound for China who transfer via Nigeria, are required to obtain COVID-19 negative certificates before boarding. The Embassy of the People's Republic of China in the Federal Republic of Nigeria would like to notify:

Starting from 1st September 2020 (included) , all Chinese and foreign China-bound passengers departing from or transferring via Nigeria are required to take nucleic acid tests and present the COVID-19 negative certificates to the Chinese Embassy or Consulate before boarding. The following arrangements are hereby announced:

I. All passengers must take nucleic acid tests for COVID-19 within 3(three) days prior to their flight departures in testing institutions designated by the Chinese Embassy or Consulate in Nigeria. To check the list of designated testing institutions, please see attachment;

Ⅱ. For Chinese passengers, only those who can present green health codes with an "HS" mark are allowed to board. In this regard, Chinese passengers are required to upload photos of their COVID-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version through Entry B within 24 hours after obtaining their negative certificates. Those approved by the Chinese Embassy or Consulate will obtain green health codes with an "HS" mark for a certain validity period (the starting time of the period is the date of specimen collection). Ⅲ. For foreign passengers, only those who can present valid Health Declaration Forms (see attachment) issued by the Chinese Embassy or Consulate are allowed to board. In this regard, after obtaining their COVID-19 negative certificates, foreign passengers are required to email(email subject:name+date of departure+location of the testing institution) their scanned copies of (1) information page of the valid passports, (2) COVID-19 negative certificates and (3) Health Declaration Forms signed by the applicants to the following designated email addresses of the Chinese Embassy or Consulate, according to the consular districts where the testing institutions are located. After verification, the Embassy or Consulates will return the scanned copy of officially stamped Health Declaration Forms to the passengers by email. All passengers are required to board with 2 hard copies of Health Declaration Forms within its validity period (the starting time of the period is the date of specimen collection) and cooperate with airlines for checking(one copy for the airline).

Ⅳ. Airlines are responsible for checking the green health codes with an "HS" mark or Health Declaration Forms of their passengers before boarding. Passengers who fail to meet the above requirements should not be allowed to board the planes and have to rearrange their itinerary.

Ⅴ. All Chinese and foreign passengers who transfer via Nigeria to China should complete the nucleic acid tests and applications for the green health codes with an "HS" mark or the Health Declaration Forms in the departure country in advance.

Ⅵ. All Chinese and foreign passengers traveling to China via countries or regions in which COVID-19 nucleic acid testing measures are implemented(The list of countries and regions is available at https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html), are also required to produce health codes with "HS" mark or Health Declaration Forms when transiting.Please make sure that the health codes or Forms are still valid when boarding the connecting flights to avoid being stranded. Hard copies of COVID-19 negative certificates are strongly recommended to be kept on hand for further checking .

Ⅶ. The uploaded test certificates must be complete, clear and unmodified. Otherwise, it may affect the result of verification.

Ⅷ.Passengers who provide false certificates or information shall bear corresponding legal liabilities.

Ⅸ. The notice announced on 22nd August 2020 is annulled and this new one shall prevail. The Embassy of the People's Republic of China in the Federal Republic of Nigeria reserves the right to final interpretation of the above arrangements.
